• This position can telework 100% from anywhere in Texas consistent with HHS telework policies.
• The Systems Analyst reports to Application Manager within Health and Human Service Commissions (HHSC) Information Technology (IT).
This position applies their expertise and technical skills in creating, developing, and maintaining database structures, database tuning, stored procedures, SQL Server packages and support for existing and new Electronic Health record application.
This position is within the software development and support team and requires development of application business logic within stored procedures and support applications.
The analyst will also perform analytical, and database administrations work for information systems and technologies to support the State Hospitals (SH s) and State Supported Living Centers (SSLCs).
The analyst will support multiple third-party applications (Cerner s Millennium, Netsmart s myAvatar, MATS, and IRIS_DSS, among others).
Work involves gathering and analyzing requirements, design and implementation, and on-going maintenance of existing systems and processes.
Analyst will work with other HSCS staff as well as other HHSC staff to develop and support information systems.
The analyst may interact with staff from other agencies and outside entities as required to provide continued support, obtain required work products, or for consultation.
Work is performed in an Agile environment and creativity is encouraged.

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Participates in database design sessions for new initiatives and for enhancements to ensure requirements are met.
Writes, Tests and Tunes complex database stored procedures.
Create database tables, indexes, and other database objects.

Investigates and identifies corrective solutions to production problems / issues.
Consults with IT teams on software/hardware justifications and purchases.
Supports in troubleshooting and solving complex problems related to EHR system software and hardware incidents and problem calls, and in the processing of service requests and tasks.
(20%)

May provide on-call application support as part of the support team based on team rosters.
Provides technical expertise to aid in decision making and problem resolution for EHR applications.
Extracts data from Cerner Millennium or myAvatar application databases using existing tools.
Documents, designs, validates, and implements reporting methodologies for multiple areas of specialization using selected HHSC methodology and tools.

Performs quality assurance tasks to ensure accuracy of fixes provided to resolve issues.
Documents processes and procedures for technical and non-technical users.
(15%)

Performs other duties as assigned and required to maintain unit operations.

Knowledge Skills Abilities

Knowledge of relational databases, data systems and data warehouses.Knowledge of writing Stored Procedures, SQL queries and query tuning on high transaction systems.Knowledge of data access drivers and JDBC/ODBC configuration.Knowledge of cloud delivery models:
PaaS, SaaS, IaaS.Knowledge of SDLC methodologies like Agile, Waterfall and DevOps.Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.Knowledge of EHR applications functionalityKnowledge of unit testing methodologies and frameworks.Skills in developing complex high-quality database solutions.Skills in building appropriate and useful reporting deliverables.Skills in maintaining database indexes, columns and tables using DDL, DML and DCL constructs.Skills in using SQL Server Integration Services (SSIS) and ETL (Extract-Transform-Load).Skills in reviewing and interpreting ongoing business report requirements.Skills in researching and troubleshooting application system issues and solving complex problems.Ability to communicate effectively with others at all levels of the organization.Ability to analyze existing SQL queries for performance improvements.Ability to develop procedures and scripts for data migration.Ability to use SQL Server Integration Services (SSIS) and ETL (Extract-Transform-Load).Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write or revise program code as required.Ability to analyze systems, procedures, and problems and develop solutions.Ability to present information to a variety of audiences verbally and in writing and to communicate clearly, concisely, and effectively.Ability to work hours as needed to meet defined deadlines and support the agency s mission critical requirements.Ability to communicate well both verbally and in writing.Ability to provide excellent customer service.

Registration Or Licensure Requirements

Initial Selection Criteria:


Minimum of 4-5 years experience in supporting Electronic Health Record (EHR) systems or similar applications.

Preferred

Graduation from an accredited four-year college or university.
Education and experience may be substituted for one another.Relevant industry experience in SQL Server database development including stored procedures, table, column, index creation.Experience using DDL (Data Definition Language), DML (Data Manipulation Language), and DCL (Data Control Language) in the creation/maintenance of SQL Server databases.Experience writing, testing and tuning stored procedures.Application support experience, systems analysis on any large-scale applications or similar experience.Good command of written and spoken English.

Additional Information

This position can telework full time from any location in Texas consistent with HHS telework policies.
Applicants from outside Texas must be willing to relocate within 60 days of hire.
